Why a downloaded file isn't enough

Google Play requires a live, publicly accessible privacy policy URL for every app on the store, not just apps that handle sensitive data.

A PDF or .txt download alone won't pass review

Play Console needs a live URL it can load, not a static file. If you only download the policy and never publish it anywhere public, your Data Safety declaration and your privacy policy link can end up inconsistent, and Google cross-references both.
